-Partment their number is excessive. There are thirteen receipt
forms H. 115, 132, 150, 257, 305, 222, 117, 117-8, 83, 325, 325- 325-b, 244; 3 emigration forms A. 33/35; Eleven licence form
316, 316-a, 316-b, 317, 317-8, 317-b, (318) 316, 316-8, 319, 320
many being practically in duplicate, also 3 junk licence forms
H. 77, 78, 80. A very large reduction in the number of these
forms could easily be made. The regulations to the Merchant
Shipping Ordinance being amended if necessary.
As regards migration.
The staff dealing with emigrants is Mr. McIver (r. Lenfestey acting during his absence) interpreter Ip Tong of the Junk Office and a messenger who places the seal on the passage tickets. Passing of enigrants does not take place daily but only according to sailingof ships carrying emigrants. At the Harbour Office, only those emigrants classed as free are passed, indentured labourers, women and children being passed at the
Registrar-General's Department.
